Emergency Operations Center (CEOC)
The Conway Emergency Operations Center (CEOC) building was completed in July 2001. The building is a 6000-square-foot state-of-the art model of interoperability. The building’s interior was furnished by an Interoperability Grant from Federal Emergency Management Agency (FEMA) of $2.8 million. According to U.S. Undersecretary for Department of Homeland Security, Asa P. Hutchinson, “The Conway application was so well-presented and documented, that the project will be used as a demonstration for other cities to follow.” As of now, the Conway Police Department and Faulkner County Sheriff’s Department dispatch from the CEOC. Within the next few months, the Conway Fire Department will also dispatch from within the CEOC. A 12 station dispatch room is housed in the center of the building.
The building’s location and design make it similar to an underground shelter above ground. The structure was designed to withstand any natural or man-made disaster and to serve as a centralized command post for multiple agencies in the event of a disaster. Special concrete waterways keep the building from flooding, a 6-inch concrete slab in the roof protects the building even if the wood and metal part of the roof was ripped off; surveillance cameras protect the interior and exterior of the building from unauthorized personnel: and a diesel generator provides a constant supply of power to the entire building.
